CUPL 2025 Chinese Government Scholarship – “Silk Road” Program

I. Supporting Categories, Duration and Instruction Language

1. Supporting Category.

This scholarship supports undergraduate students and postgraduate students.

2. Duration.

This scholarship supports undergraduate students for 4 academic years; English taught master’s students for 2 academic years; Chinese taught master’s students for 3 academic years; and doctoral students for 3-4 academic years.

3. Instruction Language.

Scholarship normally offers Chinese-taught program, but English-taught program is available for International Law (Master & Ph.D.), Comparative Law (Master & Ph.D.), and Civil Law (Master).

II. Scholarship Coverage

The program normally provides full scholarships, covers tuition waiver, accommodation fee, stipend, comprehensive medical insurance (The details are subject to the final approval of CSC).

III. Where and When to Apply

Where to Apply: Apply to CUPL, with agency code 10053, scholarship category B.

When to Apply: The application deadline is in about April.

IV. Eligibility

1. Applicants must be a citizen of a country other than the People’s Republic of China, and be in good health.

2. Must come from jointly build the Belt and Road countries

3. The requirements for applicants’ degree and age are that applicants must:

- be a high school graduate and no more than 25 when applying for the undergraduate programs;

- be a bachelor’s degree holder and no more than 35 when applying for the master’s programs;

- be a master’s degree holder and no more than 40 when applying for the doctoral programs.

4. Language requirements:

Applicants to the Chinese Teaching undergraduate program are only eligible to apply if their Chinese language proficiency is at least HSK3; applicants to postgraduate program are only eligible to apply if their Chinese language proficiency is at least HSK4. Applicants to the English Teaching program are required to provide proof of English language proficiency.

5. Applicants should fulfill the admission requirements for both academic ability, language ability and other aspects required by the university.

V. Application Procedure

Step 1 - Complete the online application procedure at CGS Information Management System for International Students (Visit http://www.campuschina.org and click “Application Online” to log in), complete the Application Form for Chinese Government Scholarship, submit it online, and download the soft copy. Please check appendix 1 for system instructions.

Step 2 - No need to submit separate application via CUPL portal and no need to mail hard copy of your application documents to CUPL.

Step 3 - CUPL will assess the application based on the documents submitted on the CSC Information Management System for International Students, examination or interview will be conducted.

NOTE: Only applications of recommended candidates from designated Chinese universities will be considered by CSC.

VII. Application Documents

1. Application Form for Chinese Government Scholarship (in Chinese or English).

2. Copy of Passport Home Page. Applicant shall submit a clear scanned copy of his/her ordinary passport with validity later than the 31st March 2026. If the validity of the current passport does not meet the requirement, please renew the passport before submitting the application.

3. Diploma and certificate of highest education (notarized photocopy). Prospective diploma winners shall submit the certificate of expected graduation or student status issued by his/her university; Those who have graduated, must submit the official diploma, i.e., the original copy of graduation certificate and degree certificate written in Chinese or English. Diploma mentioned above in languages other than Chinese or English must be attached with notarization/legalization/Apostille accordingly (please check example in appendix 2).

4. Academic transcripts. Those who apply for undergraduate program, must submit the full transcript of high school; Those who apply for Master’s program, must submit full transcript of bachelor’s study; Those who apply for PhD’s program, must submit full transcript of bachelor’s and Master’s study. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English;

5. Language qualification certificates. Applicants for Chinese-taught programs must submit valid HSK reports in accordance with the corresponding Chinese proficiency requirements. Applicants for other language-taught programs shall provide relevant language proficiency certificates according to the universities’ requirements, like IELTS or TOFEL report

6. A Study Plan or Research Proposal, written in Chinese or English, minimum of 200 words for undergraduates, 1000 words for postgraduates;

7. Recommendation letters. Applicants for postgraduate programs must submit two letters of recommendation written in Chinese or English from professors or associate professors;

8. Applicants under the age of 18 should submit the valid documents of their legal guardians in China;

9. Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English (the original copy should be kept by the applicant. The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take physical examination as the result is valid for only 6 months.

10. Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

11. Those who apply for undergraduate program, must submit birth certificate. Notarized translation is needed if the document is in foreign languages other than English or Chinese;

Reminder:

1. For documents in languages other than Chinese and English, please provide notarized English translation.

2. All uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.  

VIII. Scholarship Confirmation

1. CUPL reviews the application documents and nominates candidates.

2. CSC will review the recommended candidates and determine the admission candidates;

3. CSC reserves the rights to decide the host university for scholarship recipients with multiple offers. Each scholarship recipient—even when admitted by multiple universities—will be granted no more than one scholarship.

4. After being admitted, students are not allowed to change their university, major, duration of study and so on in principle;

5. Scholarship will not be reserved if scholarship recipient cannot register before the registration deadline.

6. Chinese Government Scholarship students are not allowed to enjoy other scholarships (excluding all kinds of one-time incentives) established by the Chinese government at all levels and the accepted institutions. Once discovered, the Chinese Government scholarship will be cancelled and the Chinese Government scholarship will be returned. Those who deliberately conceal their financial assistance will not be allowed to apply for Chinese government scholarships within three years, except for the cancellation of their qualifications.
